HARGA GARAM RAKYAT - BAGAIMANA IMPLEMENTASINYA?
Paper ini telah saya presentasikan pada International Conference Strengthening Indonesia Agribusiness: Rural Development and Global Market Linkage, di IPB International Convention Centre, Bogor, Indonesia, pada 25 - 26 April 2016. Paper ini bertujuan untuk mengetahui harga garam yang diterima oleh
pegaram rakyat pada musim produksi 2014 dan membandingkannya dengan regulasi
harga garam yang telah ditetapkan oleh pemerintah melalui SK Dirjen Daglu
Kementerian Perdagangan Nomor 02/DAGLU/PER/5/2011. Selanjutnya dalam studi ini
juga akan diberikan rekomendasi guna memperbaiki ataupun mempertahankan harga
yang diterima oleh pegaram rakyat sesuai dengan regulasi. Penelitian dilakukan
di 2 Kabupaten di Pulau
Madura (Sampang, dan Pamekasan) sebagai
sentra produksi garam nasional. Analisis dilakukan dengan menggunakan analisis
deskriptif kuantitatif dan analisis kualitatif. Hasil menunjukkan bahwa harga
garam yang diterima pegaram rakyat masih dibawah regulasi baik garam KP1maupun
KP2, dimana pada regulasi tersebut dinyatakan harga garam KP1 Rp.750.000,- per
ton; dan KP2 Rp.550.000,- per ton. Rekomendasi yang dapat disampaikan adalah
perlu konsistensi pencapaian produksi garam sesuai grade KP1 dan KP2,
pembenahan kelembagaan pemasaran, konsistensi penghentian impor saat musim produksi
garam rakyat guna menghindari over supply, pengawasan ketat yang ditunjang
dengan reward and punishment pada pembelian garam, konsistensi lembaga buffer dalam melakukan
pembelian garam rakyat serta upaya pengalihan bantuan yang berorientasi ke

IMPLEMENTATION OF PRICE REGULATION ON SALT SMALLHOLDERS
I have presented this paper at the Indonesia Agribusiness International Conference Strengthening: Rural Development and Global Market Linkage, at the IPB International Convention Center, Bogor, Indonesia, on 25-26 April 2016. This research aimed to understand the salt prices received by salt farmers in the production season of 2014 and to compare it to the salt prices regulation structure that had been implemented by government through the Decision Letter of the Directorate General of the Ministry of Trade Number 02/DAGLU/PER/5/2011. Then this study also offers recommendations to improve or maintain prices received by salt farmers as mentioned in the regulations. Research was held in two districts of Madura Island (Sampang and Pamekasan) which are the main production areas for the harvesting of salt in Indonesia. The study was analyzed by using quantitave and qualitative data. Result shown that salt received by salt farmers are still under regulation of either quality 1 or quality 2, in which the regulation stated that quality 1 is Rp.750.000,- per tonnage ; and quality 2 is Rp.550.000,-per tonnage. The recommendations are it needs consistency of salt production achievement as grade of quality 1 and quality 2, improvement of marketing institution, consistency of import termination during harvesting season on smallholders in order to avoid over supply of salt, strict supervision that supported by giving the reward and punishment due to salt purchase, consistency of buffer institution existence in purchasing smallholder’s salt and having effort to give aid transfer by putting orientation on output (by output subsidy).
